What do turnkey electrical works for a new production facility include?

Turnkey factory electrical works may bring design, equipment procurement, installation, testing and handover together within one project. The term alone does not define every included system or responsibility. For a new production facility, describe the scope through individual systems, connection boundaries and the documents required at handover.

Turn the turnkey description into a work schedule

A quotation labelled turnkey electrical contracting does not automatically include every approval, every machine connection or ongoing operational support. Define what will be supplied under each work item and the point at which that item is considered complete.

For a machine supply, for example, does the contractor's work end when the cable reaches the machine, when the connection is made, or after participation in a functional check with the machine manufacturer? The quotation should make this boundary clear.

Define the boundaries of MV and transformer work

The incoming medium-voltage connection, transformer and distribution arrangement need to reflect the project's requirements. The responsible design team should assess the connection conditions and the facility's power needs.

Separate information supplied by the client, work involving external organisations and the contractor's installation duties. Do not assume that applications, fees, design approvals or utility work are included. Record the responsible party and the quotation allowance for each relevant item.

Coordinate LV distribution with machine supplies

Low-voltage distribution concerns how power reaches production areas. Switchboards, cable support routes, distribution circuits and machine connections need to be coordinated.

Changes to the machine list should also be reviewed as design inputs. If layouts or connection requirements change, ask the design team which parts of the electrical design need reassessment. Link the resulting cost and programme implications to a documented change approval process.

List lighting, low-current and automation work separately

A general heading for factory electrical works should not be taken to include all lighting, fire detection, communications, security and automation systems. List the required systems and their interfaces explicitly.

CANEL's electrical services page presents MV, LV, low-current and automation work as separate service groups. The individual tasks required for a new project still need to be defined in its quotation package.

Make inclusions and exclusions visible

The following structure can support the scope discussion. The project team should complete it; a blank field should not be treated as an accepted responsibility.

Where relevant, address associated construction work, temporary power, transport, storage and operational support in the same way.

A single contact does not remove interface responsibilities

A turnkey arrangement may provide one main point of contact. The duties of the machine supplier, mechanical team, client and electrical contractor still need to be distinguished.

For HVAC equipment, the power connection, control wiring and software integration may sit with different teams. Identify who designs, supplies, installs and checks each element so that work is not left between packages.

Define handover expectations at quotation stage

State which drawings, equipment details, test records and operating documents are expected. Specify their format and who is responsible for supplying them.

CANEL's Ulpatek reference includes as-built technical documentation alongside the electrical infrastructure. Use that as an example to discuss, rather than assuming that a previous project's deliverables apply to a new contract.

See the testing and handover guide for process planning and the RFQ guide for information to collect before requesting offers.

Frequently asked question

Does turnkey mean everything is included at a fixed price?

The term alone establishes neither the pricing model nor an unlimited scope. Defined work, assumptions, quantity changes and the treatment of additional requests need to be explained separately.
